In a large bowl, mix the flour and salt. Gradually add water and vegetable oil, stirring until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.
In another bowl, combine the ground chicken, green onions, garlic, soy sauce, sesame oil, ginger, and black pepper. Mix well until all ingredients are evenly incorporated.
Roll out the dough on a floured surface to about 1/8 inch thick. Cut out circles using a 3-inch round cutter.
Place about 1 tablespoon of the chicken filling in the center of each dough circle. Fold the dough over to create a half-moon shape and pinch the edges to seal tightly.
Bring a large pot of water to a boil. Carefully drop the dumplings into the boiling water, cooking in batches if necessary. Boil for about 6-8 minutes or until the dumplings float to the surface and the chicken is cooked through.
Remove the dumplings with a slotted spoon and serve hot with soy sauce or your favorite dipping sauce.
