In a medium saucepan, combine water and sugar over medium heat. Stir until the sugar is fully dissolved. Remove from heat and let cool.
Once the sugar water has cooled, mix in the lemonade and vodka. Stir well to combine.
Divide the mixture into two separate bowls. In the first bowl, add the cranberry juice and stir until fully combined. In the second bowl, add the blue raspberry drink mix and stir until dissolved.
Pour the cranberry mixture into a shallow dish and the blue raspberry mixture into another shallow dish. Place both dishes in the freezer for about 4 hours, or until slushy.
Once frozen, use a fork to scrape the slush into fluffy ice shavings.
In serving glasses, layer the blue raspberry slush at the bottom, followed by the cranberry slush on top. Repeat the layers if desired.
Garnish with fresh fruit and serve immediately.
