In a large mixing bowl, combine the rolled oats, cocoa powder, and salt. Stir until well mixed.
In a small saucepan over low heat, combine the peanut butter and honey. Stir until melted and smooth. Remove from heat and stir in the vanilla extract.
Pour the peanut butter mixture over the dry ingredients in the mixing bowl. Stir until everything is well combined and the oats are evenly coated.
Fold in the chocolate chips until evenly distributed.
Line an 8x8 inch baking dish with parchment paper, leaving some overhang for easy removal. Press the mixture firmly into the bottom of the dish, smoothing the top with a spatula.
Refrigerate for at least 1 hour to set. Once firm, lift the bars out using the parchment paper and cut into squares.
