Instructions

  1. In a bowl, toss the sliced flank steak with cornstarch until evenly coated. Let it sit for about 10 minutes to tenderize.
  2. Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the beef in a single layer and cook for about 2-3 minutes until browned. Remove the beef from the skillet and set aside.
  3. In the same skillet, add the remaining tablespoon of vegetable oil. Add the sliced bell pepper and onion, and stir-fry for about 3-4 minutes until they begin to soften.
  4. Add the minced garlic and ginger to the skillet, cooking for an additional 1 minute until fragrant.
  5. Return the beef to the skillet and pour in the black bean sauce, soy sauce, rice vinegar, sugar, and water. Stir well to combine and cook for another 2-3 minutes until the sauce thickens slightly and the beef is heated through.
  6. Serve the beef in black bean sauce over cooked white rice and garnish with chopped green onions.
